Pro Online 2016: Why can’t I create returns?

Scenario:  The ability to create returns has been enabled for all sites.  When I login as a user, I do not have the ability to Create 2016 returns.

Troubleshooting Tip:  

(1) What security template is assigned to the username?

(2) Does that security template have the ability to create returns.  When you edit the Preparer from the Preparer Menu, scroll to the bottom of the page and click Show Definitions.  Select the template that is assigned to the user.  It should have the following selection turned on:

0122 Create New Returns

Tip:  The default Security Template ADMINISTRATOR does NOT have the ability to create returns
