Message from Vermont – Extension Update

The below message was shared with software vendors by the Vermont Department of Revenue.

As some of you may know, the State of Vermont was greatly impacted by substantial flooding on July 10th.  Please see the information below regarding extensions granted by the Governor.

Taxpayers impacted by flooding and unable to meet Vermont tax deadlines between July 7, 2023, and November 15, 2023, will now have until November 15, 2023, to file and pay taxes.

The list of automatic extensions to November 15, 2023 for due dates between July 7, 2023 and November 15, 2023 includes:

  • Corporate and business income tax, including estimated payments
  • Sales and use tax
  • Meals and rooms tax
  • Payroll withholding tax
  • Estimated personal income tax payments, originally due September 15, 2023
  • Filing of 2022 Vermont personal income taxes with a valid federal or Vermont extension

I would note, this extension does NOT include the tax year 2022 personal income tax original payment due date, as that due date was April 18th, and before the July 7th qualifying period.

Accessing 2020 E-file Menu Error [RESOLVED]

5/16/23 – This issue has been resolved.

A high priority issue has been entered for our development team regarding the issue some sites are experiencing when trying to access the e-file menu in the 2020 application. The issue number is #191. This post will be updated when the issue has been resolved.

Delay in Acknowledgements: ME and NJ

Industry received two updates today from two state departments concerning acknowledgements.

Maine: We are experiencing a delay in processing electronically filed 1040ME returns due to the large volume we have received over the last week.  We are currently processing April 19th and 20th dates and should have all ack’s sent out and caught up by the end of the week.

New Jersey: We are behind in sending acks due to high volume we are expecting all acks to be delivered by the end of the week.

Message from Utah: Delay in Acks (UPDATE)

4/10/23 – Latest from Utah.

Good afternoon,

As of this morning, all submissions received prior to today (4/10) have been acknowledged. Please contact me if you are waiting on an acknowledgement from Utah.


4/4/23 – Latest from Utah.

Utah is still having trouble acknowledging approximately 1,200 MeF submissions. As previously mentioned, in most cases the returns have been accepted and processed but we have not sent an acknowledgement.

We have resolved the underlying issue to prevent it from reoccurring. We are investigating sending acknowledgments for the remaining 1,200 files. My tech team does not have an estimate on when this will be resolved.

We are expanding our state perfection period to 40 days to allow any returns that were rejected by the state to be corrected and resubmitted as timely filed.


Software vendors received the below message from Utah yesterday evening.

Utah is experiencing an issue sending acknowledgements to the IRS for some returns. This happened first on 3/17, then 3/23 through to today. In most cases the returns have been accepted and processed but not acknowledged. We are working to get acknowledgements sent on all Utah submissions. I’ll send a follow up email when this issue has been resolved.

Common IRS Rejects Support is Getting Contacted About

SC-F1040-007: Category: Missing Document | Severity: Reject If Schedule C (Form 1040) Line 33c checkbox ‘OtherClosingInventoryMethodInd’ is checked, then “Other Method Used To Value Closing Inventory Statement” [OtherMethodUsedToValueClosingInventoryStatement] must be attached.

  • What to do? Refer to this article HERE.

F8962-070: The efile database indicates that Form 8962 or a binary attachment with description containing “ACA Explanation” must be present in the return.

  • What to do? Open the return, select Health Insurance, answer Yes and verify all Form 8962 questions area answered, exit the return and re-transmit.  The IRS will not accept this return electronically if it does not include form 8962.

IND-202: Category: Missing Data | Severity: Reject and Stop’VendorControlNum’ in ‘FilingSecurityInformation’ in the Return Header must have a value.

  • What to do? Contact VITA/TCE support at [email protected] for assistance and provide your EFIN. This reject occurs for new sites that have transmitted prior year returns and are rejected with IND-202. We need to create a record for your site for the prior years in our database.
