Software vendors received the below information from Nebraska.

I already filed my 2019 income tax return before April 15, 2020 and scheduled a payment for April 15, 2020. Will this payment be automatically rescheduled to July 15, 2020?

No. The payment will not be automatically rescheduled to July 15, 2020. If you do nothing, the payment will be made on the date you chose. If you need to change the scheduled payment date or cancel your payment you will follow the instructions noted below.

If you scheduled your payment through:

  • E-pay (Using DOR’s website)

Log into your e-pay account to change their scheduled payment date or to cancel the payment.

  • EFW (made with the return)

At least two business days prior to your scheduled payment, contact the DOR by phone at 800-742-7474 (NE and IA) or 402-471-5729 to cancel the payment. The scheduled payment date cannot be changed. DOR will need the primary taxpayer’s full Social Security number for individual income tax payments, or a Nebraska ID number for business income tax payments, and the payment amount.

  • Credit Card

Contact Official Payments Corporation by phone at 800-2PAY-TAX, (800-272-9829) to change the scheduled payment date or to cancel the payment. DOR recommends that cancelled e-pay, EFW, and credit card payments be rescheduled using the DOR’s E-Pay system.

4/7/2020 – Issue 4779 is now resolved.

4/6/2020 – The fix for Issue 4779 is scheduled to be deployed on the morning of Tuesday, April 7th.

On 4/1/2020 Issue 4779 was opened to address an issue where in some cases, the Home Heating Credit was not calculating when applicable, or generating the necessary PDF forms. Until this issue is resolved, sites with impacted MI returns can do the following…

The root cause of the issue, is when first accessing the Home Heating Credit menu, the first question below is defaulting to YES. When providing the necessary data then saving to exit the state return, the flag is not getting set to calculate the credit.

What you need to do: Change the “YES” to “NO” for the above question and exit the state return to save. Then, edit the MI return, change the “NO” back to “YES”, provide the needed information for the credit, and exit the state return as normal. This will set the needed flag to calculate the credit if applicable and generate the needed PDF forms.

Software vendors received the below guidance from Utah.

Greetings from Utah,

I hope you are all doing well.

Please advise your taxpayers to contact the Utah State Tax Commission at 801-297-2200 or 1-800-662-4335 or send an email to [email protected] to request to have their payment cancelled if it is scheduled for April 15 or earlier.

We are working on adding a message to our main web page https://tax.utah.gov/ that details this same information.

If your software does not allow them to schedule another payment, or you do not support direct debit with Utah, you can refer them to Taxpayer Access Point (https://tap.tax.utah.gov/TaxExpress/_/) to schedule an e-check (no fee) or credit card payment (with fee).

A Message from Ohio

The below messaging was shared by Ohio to software vendors.

Ohio provides a self-service option for taxpayers to cancel a postdated income tax payment and reschedule with a different date as needed.  Via Online Services on tax.ohio.gov, taxpayers can register or log in to their existing account and cancel their future dated estimated, extension or tax due payments.  As long as the payment is in a “Pending” status in Online Services, it can be cancelled.

To cancel a payment in “Pending” status, the taxpayer would need to follow the steps below:

  1.  Log into Online Services with their User ID and Password. If they do not have a UserID or Password, they may register to create an Online Services account.
  2.  Under “Online Services” on the left side of the page, click View / Make Payments.
  3.  Select the number of months from the dropdown, then click the Go button.
  4.  Under “View Payments”, click the cancel button to the right of the payment they wish to cancel.

If taxpayers need guidance with registering for an Online Services account and/or canceling a payment, they can call 1-800-282-1780 or email (available on tax.ohio.gov – from the drop down menu for “Contact Us”).

5:05:pm ET – Issue 4670 has been resolved. You should no longer see any blank pages at this time.

We were made aware of an issue that was introduced through this mornings deployment as it relates to our State Program. We have opened Issue 4670 to resolve an issue where users are attempting to access a state menu, but instead see a blank page. This occurs only on state menus where either the Taxpayer Picklist or W-2/1099-R Picklists exist. We are working to resolve this as quickly as possible.

Examples of impacted state pages include:

  • CA – Form 3532 to add an individual
  • MI – Retirement and Pension page to choose a 1099-R
  • PA – Adding a 1099-R to Income Subject to Tax page
  • PA – Adding a Schedule UE when needing to choose a W-2
  • PA Local – Adding a W-2 within Income page

2/28/2020

We have made the appropriate updates on our end and all CA transmissions have resumed. Any outstanding CA acks should be returned at this point.

2/27/2020

We are currently working with CA FTB regarding state transmissions stuck in a “sending” status since 2/25/2020. As of today, 2/27/2020, we were made aware CA FTB released an update to their servers on 2/25 that does not support a key exchange algorithm we have been using in conjunction with CA transmissions. We are looking into switching out our current communication library to resolve this issue. We do not currently have an ETA at this time for when CA transmissions will resume, but note that all sites can still transmit CA returns to us (TaxSlayer).

MN: Newly expanded Working Family Credit (RESOLVED)

2/24/2020 – Issue 4520 for the Working Family Credit was resolved with this mornings deployment.

Issue ID 4520

Minnesota has implemented new requirements for the Working Family Credit this year to expand the population of people that qualify for the credit.   In prior years, you must have been eligible to receive the federal Earned Income Tax Credit (EITC) to receive the Minnesota Working Family Credit. Beginning with tax year 2019, you may be eligible for the credit if you are between the ages of 21 and 64 with no qualifying children or have income that exceeds the limitations of federal EITC.

We are currently working to make this change with the goal of pushing the change live on Tuesday or Wednesday of next week.

If you feel like you have taxpayers over the weekend that qualify for this credit, you can go ahead and file their federal return, tag the return and file MN as state only once the change has been deployed.
